What is a Site Development Permit?

It is a request for optional review of detailed development plans for future use. In some occasions, a site development permit may be used to permit minor adjustments to site development standards without approval of a discrepancy, or uses which are temporary in nature.

A Site Development Permit must be accepted by the Planning Commission at a public hearing. In permitting a Site Development Permit, the Planning Commission must find that the exact use or activity proposed is reliable with the applicable land use regulations, or that variation from these standards are warranted under given situations. Exact findings and issues of concern may vary based on the type of project. 

The Process

In processing the permit you must first complete a Planning Application and give all the required materials. In this process, you will be obligated to provide a list and pre-addressed, postage paid envelopes for all property owners within five hundred feet of your property. The application package must consist of detailed site plan showing the location of all uses. Additional exhibits and information as required, including but not limited to: building elevations, landscaping and grading plans, approval forms other interested parties. If changes in site development standards are requested, these should be clearly outlined and discussed in your letter of project justification.

Once you have submitted the application, a planner will be assigned for you. A planner will serve as project manager and will show you and your project through the development process. The planner will now evaluate your application and pass it to the other City department or outside agencies which may have an interest in commenting on your proposal. The planner will collect and organize these comments and respond to you in writing within thirty (30) days,  representing whether or not your application is complete. A complete application must have a complete information and consistency of the proposal with the applicable land use regulations. But if your application is incomplete, your planner will let you know exactly what additional information you need to submit for the application to be complete.
